Building/Equipment Use Policy

MORGAN COUNTY LIBRARY BUILDING/EQUIPMENT USE POLICY

This Building Use Policy (“this Policy”) was developed under the direction of the Morgan County Library Board and was discussed and adopted in an open meeting. This Policy will be reviewed by the library board on an as-needed basis.

Policies for use of the library facilities will be regulated by the Morgan County Library Board.

All library functions take priority. Library Director may, at their discretion, make areas of the library available after all library programming needs have been met.

The Community Meeting Room and Kiva in the children’s area are available without charge for community, civic, or governmental groups. No fees may be charged for attendance and no display or sale of products will be allowed, with the exception of invited guest authors or at the discretion of the Library Director.

A request for use of the building must be made and approved by the Library Director before an event will be scheduled. The building will be available during library operating hours only, unless otherwise approved by the Library Director. No keys to the building will be made available to anyone attending meetings.

Groups using the building will be held responsible for library items damaged or stolen while they were using library facilities. A refundable cleaning deposit may be required at the discretion of the Library Director. Users will be required to leave the building clean and in its original order.

Use of the building does not constitute endorsement by the county on points of view or subject matter presented by groups using the building. No advertisement or announcement implying such endorsement will be permitted.

The county is not responsible for loss or damage to materials belonging to individuals or groups using the building.

Library staff reserves the right to deny permission to use the building to any group whose purposes or actions are illegal or whose conduct interferes with the activities of the library. No patron may engage in any activity that negatively affects or impedes the ability of other patrons to use the library.

Pets or other animals will not be permitted in the library, with the exception of service animals. Service animals are defined by the Americans with Disabilities Act as: “Any guide dog, signal dog, or other animal individually trained to provide assistance to an individual with a disability.”

Pets or other animals are not to be tied, chained, or otherwise confined to or on the sidewalk, entrance areas, light poles, or bike racks, unless doing so is part of a library-sponsored event.

Use of the library’s laminating machine by patrons is not allowed. Patron copies may be made using the library copy machine and printers connected to the public access computers. Patrons requesting large numbers of copies may be asked to take their print job to local businesses.

Cost for all black and white prints/copies is $.10 (10 cents) per page. Cost for all color prints/copies is $ .25 (25 cents) per page. Patrons will be charged accordingly for what they print.

In addition to this Building Use Policy, patrons are asked to be aware of the following expectations for patron behavior while at the library. All of the following are subject to the interpretation of the Library Director:

  • No disruptive or unsafe behavior.
  • Children must be supervised at all times by an adult.
  • No stealing damaging, altering, or attempting to alter any property of the library.
  • No food or drinks will be allowed in any public area of the library, absent prior approval by the Library Director.
  • No shoe skates, roller blades, bicycles, or skateboards.
  • Patrons are asked to be courteous of others when making or receiving phone calls.
  • Patrons are expected to have reasonable personal hygiene to prevent possible health issues for patrons and staff members.
  • Appropriate clothing, including but not limited to shirts and footwear, must be worn in the library.

The Library Director reserves the right to amend or deviate from this Policy at their discretion.
